Johnson holds an unlimited horsepower U.S. Coast Guard first assistant engineer's license for steam and motor vessels and has served as an engineering officer onboard RRF, Military Sealift Command , and other U.S. flagged vessels. Johnson joined the Department from Anchorage, AK where he served as the Business Lead for BP's Prudhoe Bay oilfield and as a Marine Duty Manager on BP's Crisis Management Team.

The product tankers envisaged by the committee are double hulled, U.S. built vessels and the U.S. Government would pay up to 75% of the actual cost of construction, but in case more than $50 million per vessel.


Gibbs & Cox, Inc., specializing in surface combatant design and integration, brings more than 70 years of naval engineering expertise to the LCS program. More than 150 ships on active duty in nearly 20 navies around the globe, including 60 percent of the U.S. Navy's surface combatant fleet, are built to Gibbs & Cox, Inc. designs. The firm also provides engineering and design support directly to the U.S. Navy in early phase design and development of future systems for the Navy's surface combatant fleet.   • increasing the number of participants from 47 ships to 60 ships;
  • providing financial assistance to construct five newly built tankers in the U.S. that are capable of carrying military petroleum products during a war;
  • extending the current program for ten additional years;
  • establishing a 30-month period to replace older ships with newer DOD approved and militarily useful ships;
  • enhancing the priority selection system to favor U.S. citizen vessel owners and operators;
  • adding DOD certification requirements on new operators; and
  • increasing the annual payment to ship operators from $2.1 million per year to $2.6 million per year.

Maritime Administrator Captain William G. Schubert said of Johnson's success, "We are pleased, but not surprised, that he has performed his duties superbly, since we think merchant mariners are well suited to this task. We have been proud to serve with Johnson, and congratulate him on a job well-done."

"This team brings the right talents to the Navy's service," said Moosally. "However, we will continue to build our team to bring in core and specialty expertise from around the world--this program is a top priority for the Navy, and we will make sure they are successful."

This includes a shipbuilding component "to provide tanker support to our deployed forces, and grants greater flexibility for DOD to select the types of vessels it would likely need during a contingency.

With Johnson's assistance, 40 RRF ships were activated to support Operations Enduring Freedom and Iraqi Freedom.

Johnson is a 1993 graduate of the U.S. Merchant Marine Academy and a 2001 graduate of the Jones Graduate School of Management at Rice University. As mid-market shipbuilders, their construction work serves smaller classes of ships and vessels, similar to the Navy's size requirements for LCS. In addition, both ship builders have significant experience serving commercial markets, where price, design, quality and on- time delivery are the primary measures for winning new customers.

The RRF fleet of 68 militarily useful ships, located throughout the country, is maintained by DOT in a reserve status in the event that DOD needs additional ships to support the rapid, massive movement of military supplies and troops for a military exercise or large-scale conflict.

These ships transported a myriad of critical cargo including, Apache helicopters; Multiple Launch Rocket Systems; a multitude of wheeled vehicles including HUMVEES and fuel tankers; bulldozers and other combat engineer equipment; and ammunition to U.S. armed forces. In addition to the recent conflict, RRF ships were used in Operations Desert Shield and Desert Storm, Haiti, Somalia, Croatia, Bosnia, and for humanitarian support as part of Hurricane "Mitch" relief in Central America.
